[Kotahi] Registering article DOIs with Crossref

Hi everyone,

I hope everyone has had a good week.

In April we worked with Paul, Hannah and the eLife team to register *peer
reviews* with Crossref when publishing from Kotahi. This week we worked
with Kay and Aperture to register *journal article* DOIs with Crossref as
well.

We'll also add messaging to the Control panel notifying editors, on
clicking publish, that the review/article DOI has been successfully
registered with Crossref. If the post is unsuccessful we'll display
information related to the nature of the error.
