[Kotahi] will stop admin welcome emails as too many new folks joining

hey all

I think I stop the welcome emails as we are getting a min of 3-4 people 
a day joining the list currently and I think I'm just generating spam. 
Instead I'll ask folks to introduce themselves (opt-in) in the automated 
confirmation mail they get when they join.
